History

The City of Montevideo was incorporated as a village by an act of the legislature on March 4, 1879. The first village was held on April 14th of the same year. During this meeting, village officers were elected. John J. Bean, was appointed as Constable and A. J. Mullin as the Town Marshall. This was the beginning of the Montevideo Police Department. The following is a listing of Town Constables and Marshalls from 1880 to 1908, when the village was incorporated as a city.

In 1920, Ole Borgendale became Montevideo’s first Police Chief, along with two regular police officers. The position of Marshall was eliminated, but the Constable was continued until 1936. Also in 1910, the City’s first jail was built to house prisoners. The population had grown from 1,437 in 1890 to a bustling 3,056 by the end of 1910.

By 1930, the regular police force included the Police Chief, Night Patrol Officer and two Constables. It is
unclear as to when the first patrol car was purchased; however, it is known that a Model T was used during
this time. There were also records of police motorcycles with sidecars being used for patrol only.

The Police and Fire Departments were located on First Street in the old City Hall building. When a call
Came in on the telephone, the operators located in Montevideo, would answer the call and turn on a light
on the tower to let officers know that they were to call in. At that time, officers were required to carry a
dime with them so they could use the pay phone to find out what the problem was.

In 1942 the City hired a full-time dispatcher, Johnny Grahams, who stayed at the Police Department/Fire
Hall 24 hours a day to answer calls. In 1943 Elmer Peterson was hired as the second dispatcher and they
began 24-hour rotating shifts to answer calls for the Police Department.

In 1946 the first Police Commissioners were appointed in late December by the City Council and Mayor to
over see the Police Department. They were C.L. Johnson, Orin Samstead and Henning Swanson.

By 1949 the Police Department consisted of a Chief of Police and five officers. By 1958 there were seven
full-time officers, including the Chief of Police and a grand total of 26 full-time and reserve officers. In
1962 the department went to 8 full-time officers with a Chief, Captain and 6 patrolmen. The force
remained at that number for the past 30 years.

In l963 the new City Hall/Fire Station/Police Station was completed and occupied. The new building
provided more space than the previous location downtown and had two jail cells for prisoners. The cells
were used for short-term lock up until the late 1970’s. It was about 1963 when we went to
dispatchers/fireman who would rotate 24-hour, then eventually 12-hour shifts. They provided 911
coverage for Chippewa County and dispatching for surrounding communities.

Currently, the Montevideo Police Department has eight full-time officers, along with nine part-time and
one reserve office. The department provides 24-hour coverage for the City of Montevideo. The
department has four squad cars, two of which are marked cars, one is a 4-wheel drive utility unit for bad
weather and an unmarked vehicle. County-wide 911 dispatching is currently provided by four
firemen/dispatchers at the City Hall in Montevideo.
